Well, I'm in Canada, so if we had the skirting open in the winter we'd freeze to death right after all the plumbing froze. We have humid summers so keeping it vented during those times makes more sense as you don't want the humidity trapped under there causing rot and such. The moving air helps with...

I am using 1/2" concrete backer board that is commonly used in bathrooms. It is also rated as a skirting material.

I am slowly re doing mine and I am using concrete board. The stuff they use for shower surrounds. It is rated by the manufacturer as a skirting material. OK, has something changed? Now on this thread I only see 3 boxes with "save draft", "preview" and "submit" on it and the blue background with white lettering "reply" is no longer there.....on this thread.

I post answers to questions and they don't show up. Why is there both a "reply" and a "submit" button? Which one do you use? and why is this so unnecessarily complicated?

As Greg said, getting them to the same thickness is important. You will want them pretty smooth too (no splinters). In some areas the building code requires a switched ceiling light OR a switched outlet to control a lamp upon entering a room. No. You do not want 2 water impermeable surfaces next to each other. Any dampness or moisture (or even humidity) will get trapped between the layers and mold will grow.

Note: They have all kinds of information on the Shluter site for installation. You will need the pan, and a curb, and what ever other options you want.
