Google the county you live in and see if the building inspector or code enforcement department has a website. In the county I live in a lot of that info is on pdf files on the 'net. Oh yeah, here in VA the Health Department handles septic tanks so check there first.

Do you have foundation vents? You could take a vent out and have a piece of exterior grade plywood cut the same size as the vent. Home Depot/Lowes can cut to your measurements. Usually the best way to seal stains and odors is with Kilz original oil based. It's what the companies that reapir houses after fires use to seal the odor. You can get it in spray cans too but I have not found it at every store that sells Kilz. Don't know a thing about marriage lines.

The quote you received must have been custom ordered and include installation. As the poster above said, it is under $10 a foot for the stuff they stock. I would try with the auger too. I would not use lye in the pipes in this situation either. The lye could come back up in the tub and mess up the finish of the fixture. Also it can burn you severely. I know of someone who is blind thanks to getting a face full of it.
