Whew! What a bad install! I think I would pull the whole thing out - determine what the heck keeps it from fitting flush, then re-install or replace. Have you considered steel posts with wood covering? I enjoy working with wood - but there is something to be said for the strength and endurance of steel especially when it is in contact with the ground.

If it's not the asphalt....

You can either Kilz it....or Sherwin Williams carries XIM. XIM will stick/seal virtually anything. If its a moldy black dirt looking stuff - soft wire brush it, then XIM it.

Basically - if it ain't moving - you can paint it! :D The trick to using a sprayer is don't stop moving while the paint is flowing . You can end up with a buildup blob pretty quick. That said... I would think raising it up would have to be done in small (1-2"?) increments. Even with another set of jacks, you can't raise it all at once...so going up would be one point at a time. That one point would be supporting a tremendous amount of weight - and I'm not sure the impact of those force...
