Rather than installing metal over the shingles it wouldn't be that much harder to just remove the old stuff first, a couple of square end shovels will pop it right up. You will have an added cost of replacing the felt paper but you will also have the ability to inspect the plywood for any damage.

They may have ran the water line through the belly in order to keep the heat tape short. It still should enter the home near the water heater though and split off from there. I would check the water heater closet for the incoming line and install a shut off there.

I also have the steel braided heat tape, good stuff and lasts for years. Just be careful to follow the instructions when installing. Some heat tapes run along the pipe some wrap around it every so many inches. Some you can overlap some you can't. The biggest thing though is insulation, some heat tap...

You should drain the heater only enough to remove the sediment that builds up in it a couple times a year. Agreed, I would replace with plywood. Believe it or not though if you were planning on cutting out a section of the old floor removing the rest won't be much harder, more cost sure, but at least you won't run the risk of the particle board getting soft on you and ruining all your hard work. Don't forget that if you live in a climate that sees freezing temps to keep the water lines close the the heat ducts. This helps to keep water lines from freezing in winter.

Some ceiling fan manufacturers suggest switching the blades around to find the best balance.
Find the blade that seems to be the most out of balance and swap it with one on the opposite side of the fan. It takes some time but costs nothing.

Most likely the new disposal will not come with a plug. You will either need to use the one from the old unit or make/buy a new one. Same goes for dishwashers and dryers.
