You would have to get a heat tape that is approved for use on pex lines. Are the pex lines under your home or inside. I would only worry about heat taping where main water line is in ground till where it enters home. You can use foam or fiberglass wrap on exposed inside lines, it won't hurt. no such...

If you want to close yours vents then close them when it reaches freezing and open them at the end of winter when temps reach above freezing. frozen air wont carry moisture but temps above freezing will. vents are needed to get moisture out of your crawl space. My opinion would be to keep the gas heat going as you need heat under the home to keep the pipes from freezing. Man I sure am glad my floor insulation is spray foamed insulation as well as walls and ceiling. I can only imagine what a task that would be laying on the ground on your back all day. not a fun job. hang in there and the best of luck. troyster
