Clean the walls with TSP and sand thoroughly, to rough the vinyl surface, with 120 sand paper before painting.

Your hot water tank is part of the closed water system within your home. The heater itself is only a element and can not add smells to the water. In light of the fact you plan to make additions it would be wise if you spoke with your local building inspector now as you will be applying for building permits anyway. Our building code states when we do an add on the addition is required to have it's own support wall against the original exterior...

You could add internal X members (ceiling to opposite floor) to prevent lateral shifting however singlewides do not require internal ceiling support unless the ceiling structure is compromised structurally.
I would not remove any external sheathing until the interior is completed.

When gluing anything, regardless of your choice of fasteners (screw or nails), their purpose is only to hold the wood in place until the glue dries. Building codes for everything are constantly changing. It is rare that any existing building is annually upgraded every time codes change. If the home has been fine all these years there is no reason to add additional piers now.

If your normal use of power in the home is not causing the breakers to trip (overloaded) then the box is adequate for the home and working properly. If you are tripping breakers the box is also working properly and indicating that you are overloading the circuits and may need a electrical upgrade.
