If you are putting down vinyl flooring the old floor must be perfectly smooth or every little dimple will telegraph through the new floor over time. In your case Luan should be screwed down and every seam and screw head be filled/smoothed with the cement compound recommended for that purpose.

You don't necessarily have to go back and level if you use a water level and make sure all the tops of the piers are at the same height when done. What happens is the frame may get slightly twisted when the home settles crooked. When you jack it level at some piers the frame does not settle back dow...

The last home I leveled was 12" low on the back half at one corner. They propped doors open inside with rocks. Once finished leveling it took 6 months for the frame to settle down on some piers due to the twist in the frame.. As far as buying a proper jack for $20 I consider that a expense well...

No. The vinyl siding is not a air barrier. There is more than enough air circulation but water will also get behind the siding so make sure you use a properly installed and taped house wrap.

Venting will not prolong the life of the OSB. It will rot first closest to the ground due to rain splashing against it. Make sure you get a good quality paint applied to both the inside and outside, hopefully seal the bottom edge, of the skirting and the life of the skirting will be extended conside...

No venting is required as the siding is not sealed from air infiltration. It is advisable when strapping to add rigid foam insulation between the strapping and house wrap before siding. To level your own home all you need is a water level, a 20 ton hydraulic jack and the inclination to do it yourself.
You can find instructions on the Internet to make your own level.

As a amature having to do drywall in the past my preference would be 4 X 9 sheets (best option) installed vertically and have only factory tapered edges to mud.
