The axils are worth money if in usable condition, remove and sell. As far as the tongue is concerned it has no structural purpose. Smart park owners would insist that all tongues be removed once the home is set. Aesthetically they are as ugly as hell especially when camouflaged with plantings.

Spray foam.
It's purpose is to seal around window/framing and has a insulating R value. Caulking is not designed to seal around window/framing and has no R value.
The right tool for the job is always the prefered method.

Forget the rigid foam. It is way too labour intensive to use in a confined space under a home. Your best option is Roxul. It is waterproof, unlike fiberglass insulation, and available at Home Depot.
