If your apartment neighbors have roaches, you will have roaches. I assume this is an apartment building; they will have to treat the whole structure, not just your apartment.

In my opinion, they should be painted to match the home, except for the one in front of the window. That should be painted to match what is behind it, eg: black where it goes over the black trim, white where it goes over the window itself. The motor noise stumps me. I don't know why you would gave a power vent. If there's a motor hidden somewhere, there has to be an access to it. I'd guess you have a water leak causing the dampness. Maybe around that vent stack.

Yes, they can get under the skirting. All you can do is seal as best you can, they will find a way in if they really want to. 6 mil is the usually suggested one. The sheets should overlap by 6 inches at seams, and taping the seams is best. Water will sit in the pumps of both machines. The best you could do is run some RV antifreeze through enough to displace the water. Also, you will need it for the sink, shower and/or bathtub and toilet traps.

Mine came from the hardware store, all you need to do is get the right size -- I think mine are 4"x10"

The insulation under the metal roof serves at least two purposes, sound insulation and lessening heat gain from sun. If you have cathedral ceilings in the home, there is no attic space. If you have flat ceilings, there is an attic. I got access to my attic in the summer, and it gets unbelievably hot...

You can also get bait blocks in a plastic package that only allows rodent access, if you are concerned about other pets potentially accessing the area.

Probably the metal roofing would be best for skirting. I have vinyl which is now 27 years old and brittle. I am going to replace the vinyl with metal a little at a time as $ permits. Metal is also impervious to weed eaters. Mice will tunnel under, so set the skirting at least 6" in the ground, ...

Since you have a well, I assume the water is not chlorinated to kill bacteria. It would be good to have your water tested to see if there are any "nasties" in it. since you use it basically only 4 days a month, there's a lot of time that water is just sitting stagnant in the tank. I think ...
