Our test results: relay wire 5 = 120vac / relay wire 6= 120 vac 5~6= 0 / m2 =120 / m1= 120 / h1-h2= 200vac

Recheck last one, is that supposed to be H1/H2 or M1/M2 ?
H should = 24-28vac
M should = 0VAC.
With relay readings though, power is getting there, so follow wire from 6 to the molex connector plug or wire nuts, however motor is wired/connected.
Look at wiring diagram and see which wire is for heating (low or med. low) and which one is common.
Locate those two at connection for motor and place one lead on each incoming wire for those two.
See if you are getting 240VAC to motor.
