Repairing counter top

I'd like to repair instead of replacing a section of counter top in the kitchen where the particle board rotten out from under the laminate. The area affected is only about 4" wide by 7" long and runs next to the sink cut out. The laminate itself is good and that is the only area that got water damage from not having caulking around the sink.
The counter top is removed and the picture is looking at the under side where the damage is.
Any suggestions?

The only idea that I have would be to use marine fiberglass & matting. You would need to remove the loose material, and lay in the fiberglass. Greg
