Water softener challenge.

Yesterday I was going to add salt to the softener salt tank and found there was approximately 15 inches of standing water in the tank. Two to three inches of water is normal and proper, 15 inches is not. I checked the owners manual and found nothing on this situation. I'm sure something is clogged from rust, dirt, minerals whatever; the question is what and where. Can anyone assist me on this? Thank you. Carl.
