Our home came with a 50 gallon single element water heater. It is on a 20 amp breaker with 12 gauge wire. Most of the heaters sold locally are 50 4500 dual element heaters, I know both elements don't run at the same time. But would I need to upgrade to a 10 gauge wire and 30 amp breaker?
Old heater has a slight seep in it, that't the reason for replacment.
Water heater replacement?

Tom, I don't think I have ever heard of a 50gal single.
The bottom line is the tank has to be replaced, 20 amps is not going to be enough. Both elements can both be on at the same time. I wouldn't waste too much time or you will be putting a new sub floor also.
