Fixing leak in polybutyline pipe

I have inspected the leak area and there is 2-3 inches of some plumber's putty or goop over the leaking area. Until I take it off, I won't be able to tell if it is a coupling or a joint. We are finally getting some warmer weather where I can tackle this and not freeze to death. It looks like it has been leaking for some time maybe months. Good grief!
