I have seen a couple of doors like it with peeling paint. Metal is terrible for paint. Has anyone experienced this and what did you do?

This may be a vinyl clad mobile home door. With sa couple of good scratches and time they can peel. You could try to get it all off of the outside of the door, clean it up real good to remove glue residue, and paint it with a high quality paint, like Kelley-Moore 1695 Dura-Poxy+. The better the paint, the longer it will last. The dura poxy will give you an epoxy type finish that is very durable and scrubable.

The vinyl cladding will come off pretty easy with a heat gun. For the glue you might try the product "Goof-off" or mineral spirits followed by lacquer thinner. Caution, very stinky stuff.
