Coleman 7830-901 compressor not starting

The blower fan inside turns on but the compressor never kicks on outside. What could this be?

Low pressure cut-off??
Hows the refrigerant level?

Hi,
What is the condenser model number and brand name ?
Is the condenser fan motor running ?
Need to know if it is just the compressor not running or nothing at all, compressor or fan motor ?
