If you are talking about the ground channel for vinyl skirting, you can use 9" aluminum spikes into dirt and concrete fasteners into concrete. I like using Concrete Hit Anchors as shown in this link. https://www.confast.com/products/metal-hit-anchor.aspx

You can get these anchors at most any home store I get small ones, the 3/16 x 1 . I drill down approx 3/4" so the anchor won't cinch up on the vinyl. You need to be at least an inch away from the edge of the concrete to keep it from chipping out and then don't smack it hard when it hits the bottom. I use a flat tip punch to be able to hammer the tip in without hitting the vinyl.

A nice installation is to stake in pressure treated 2x4s as a base plate for the ground channel.

That's how I do it anyways.
