New unit time, question.

My compressor is going belly up - It's already got a hard start kit on it, so I know its days are numbered. I've been getting quotes to replace the unit with a split heat pump, and I've got some questions. It currently has a 3 ton/10 seer unit on it, which is really not enough oomph. We asked about having a 4 ton on it , but the dealership insisted the 3 would be fine.
My home is 2025 sqft (28x70), and two of the quotes I've gotten list a 4 ton 14 SEER Heat Pump condensing unit in the quote. These two quotes are around the $6K mark. The other quote lists a 4 ton 13 SEER condensing unit, and is $4500. Obviously I like this last quote, but what is the difference in the 13 vs the 14?
