Fan won't come on sometimes

I have a Coleman Evcon Model EB15B the fan does not always come on when using the heat. The elements will come on I can see them get red but the fan will not come one i have too flip the breaker off and on a few time and then the fan will come on most of the time. But then other times the system works like it should and the fan comes on like it should. Any help would be appreciated
