Insulating the skirting

As the title suggest. What is an inexpensive way of insulating the skirting??

The cheapest way I found was 2" rigid foam sheets. There is a guy on Craig's list that has Tractor/trailer loads now & then for $10/ 4x8 sheet.
Mark used fiberglass Batts encased in plastic sheets drapped down from the rimjoist.
